Pierce County Fire District 21, Decision 13645-A (PECB, 2023)

STATE OF WASHINGTON

BEFORE THE PUBLIC EMPLOYMENT RELATIONS COMMISSION

In the matter of the petition of:

GFR PROFESSIONAL FIRE SERVICE ADMINISTRATION GUILD

Involving certain employees of:

PIERCE COUNTY FIRE DISTRICT 21

CASE 136196-E-23

DECISION 13645-A - PECB

FINAL CERTIFICATION

Michelle Greco, President, for the GFR Professional Fire Service Administration Guild.

Oscar Espinosa, Fire Chief, for the Pierce County Fire District 21.

On February 3, 2023, the GFR Professional Fire Service Administration Guild filed a petition to represent certain employees of Pierce County Fire District 21. After an investigation, the Public Employment Relations Commission (PERC) determined that a card check could be conducted and reserved the eligibility challenges for a subsequent determination. The tally indicated that the GFR Professional Fire Service Administration Guild was entitled to certification and the eligibility issues did not affect the outcome of the card check. PERC issued an interim certification in Pierce County Fire District 21, Decision 13645 (PECB, 2023) and conducted further proceedings to resolve the eligibility challenges.

Prior to a ruling, the parties resolved their differences. PERC has reviewed the parties’ resolution and determined that the resulting bargaining unit is appropriate under the statute. No further proceedings are necessary.

ORDER

1.                  The interim certification will stand as the final certification in this representation proceeding for the bargaining unit described as follows:

All full-time and regular part-time administrative support employees at Graham Fire & Rescue (Pierce County Fire District 21), excluding supervisors, confidential employees, and all other employees.

2.                  The above-captioned matter is CLOSED.

ISSUED at Olympia, Washington, this  15th  day of June, 2023.
